The Administrative Court dismissed the claimant’s judicial review proceedings, in which it had been submitted that the defendant secretary of state was in breach of her duty to protect him as a victim of trafficking. There had been an operational duty owed to the claimant, under Art 4 of the European Convention on Human Rights and, on the available evidence, it had been adequately fulfilled.
