Justice Secretary Chris Grayling’s bill may have been dubbed a bill for “heroism” but its ambitions “appear to be pretty modest”, according to NLJ columnist Jon Robins. The Social Action, Responsibility and Heroism Bill (SARAH) was revealed in the Queen’s Speech, and is intended to send a message from Parliament to the courts that they should take the intention of the person into consideration when assessing negligence. Robins notes that Grayling himself described it as nothing more than “a handful of simple clauses”.
