He also confirms that the government is to soon open a public consultation on the convention in an effort to comprehend what its impact on the sector would be. Buckland also contends in his speech that the European Commission’s position on the Lugano Convention (namely that membership is linked to the EU’s internal market) has ‘no legal basis’. He argues that the convention is an international agreement open to third parties, with no requirement for single market membership.
