R (on the application of JF acting through his mother and litigation friend) v Merton London Borough Council [2017] EWHC 1519 (Admin), [2017] All ER (D) 01 (Jul)

The Administrative Court quashed the defendant local authority’s decision to change the residential provision for the claimant who had autism spectrum disorder and severe learning difficulties. The authority’s assessment of his needs had breached statutory duties under the Care Act 2014, and no reasonable local authority would terminate the placement of someone with his complex needs without having conducted a lawful assessment and decided that suitable alternative accommodation had been available.
