R (on the application of S) v Secretary of State for the Home Department [2013] All ER (D) 120 (Apr)

It was settled law that it was for a claimant to satisfy the secretary of state that he was of good character. It was not for the secretary of state to establish that the claimant had personally committed a war crime.
