In deciding whether or not the trustees of an estate management scheme had unreasonably withheld their consent to proposed works, the test to be applied by an arbitrator was whether the trustees’ conclusion could have been reached by a reasonable man in the circumstances and not whether, in the arbitrator’s opinion, consent should have been given.
