CILEx Regulation—Aaron Porter

Regulator strengthens board with higher education governance expert

CILEx Regulation has appointed Aaron Porter as lay board member, effective from 1 September 2025. He replaces Professor Alice Belcher, who served on the board for six years. Porter brings extensive experience in governance and advisory roles across higher education and professional regulation.

Porter currently chairs BPP University and is deputy chair at Goldsmiths University. He also leads governance initiatives for Advance HE’s national development programme, having contributed to governance reviews for over fifty UK universities. His background includes roles with UCAS, Endsleigh Insurance, and the Office of the Independent Adjudicator, as well as a term as president of the National Union of Students during the tuition fees debate.

Outside academia, Porter is a non-executive director at the Institute and Faculty of Actuaries, serves on the council of a statutory healthcare regulator, and is a trustee of a London theatre. Jonathan Rees, chair of the CRL board, said: ‘We’re thrilled to welcome Aaron to the board… he will bring a broad range of experiences in regulation, higher and legal education.’

Commenting on his appointment, Porter said: ‘I am delighted to be joining the board of CRL at this important time… I look forward to working with the board and executive to ensure consumers’ interests are well served and that the profession continues to thrive.’
