Can an order for costs made on pronouncement of decree nisi be enforced before decree absolute?

Yes. A costs order made on decree nisi/conditional order is not dependent on decree absolute/final order and may be enforced in the usual way. It would normally only be appropriate to enforce before decree absolute if the amount of costs has been fixed by the order.
